Whereas in some other works entitled "song and chorus" a section for solo singer is followed by a section for (sometimes) 4-part chorus, here the latter is entitled "refrain" and might be sung by unison chorus or whatever forces are available (only one vocal part is written throughout).

Even though the LoC has it in their music published before 1886 section, the copyright is clearly 1895 (well, fairly clearly...) (MDCCCXCV).
