The pages have been arranged 2-up in imposition (booklet) order for duplex printing on A4 paper and require an A4 printer. Alternatively, this work can be mail-ordered from Ourtext's website: click here. Ourtext prints have undergone editing, and legibility and accuracy can be expected to be superior to Merton archive files displayed here. The metronome markings (described as original on the Merton score) seem to match those in the Breitkopf parts (so yes indeed, original to the late-1820s edition.) (The Steiner edition lacks metronome marks because the metronome, patented in 1815, was probably not in wide enough distribution in 1816...)
