There appear to be two choruses. One being comprised of SATB and the second being a 3-part chorus (can't determine the voices). The soloists may be soloists from within the chorus.

Ries Gesellschaft (assuming their information is more accurate) has 1811 for publication date (perhaps from AMZ, composer's letters, other info?).

A review of the work in score and reduction appears in the May 1812 AMZ pp.345 et seq., so 1811-2 or so seems not far off the mark, actually. Not earlier than 1812, anyway.
